“Azerbaijan Railways” Closed Joint Stock Company was established on the basis of the reorganization of the Azerbaijan State Railway in accordance with the Decree of the President of the Republic of Azerbaijan No. 383 dated July 20, 2009, “On the Establishment of the ‘Azerbaijan Railways’ Closed Joint Stock Company.”
The main purpose of the Company is to ensure the demand of the economy of the Republic of Azerbaijan, as well as of natural and legal persons, for railway transportation and other related services in the railway sector; to develop and modernize the railway network and the infrastructure of the public railway transport; to ensure the management of train operations; to modernize and efficiently utilize the rolling stock and material-technical base of the railway; and to organize training of specialists in this field.
In the field of freight transportation, the Company’s activities encompass the organization of transport, technical servicing and repair, tariff regulation, border operations, transportation of dangerous goods, forwarding services, infrastructure development, security, and international cooperation. These include, inter alia:

- ● Organization of freight operations on public railways;
- ● Provision of services related to freight transportation;
- ● Transportation carried out for state needs and defense purposes;
- ● Locomotive traction services for freight trains;
- ● Technical servicing, repair, and operation of freight wagons and containers;
- ● Construction, connection, and safety assurance of siding tracks;
- ● Security of trains and freight;
- ● Construction, reconstruction, and maintenance of railway lines and facilities related to freight transportation;
- ● Transportation and safety assurance of dangerous goods;
- ● Execution of freight transportation based on contracts and state orders;
- ● Provision of freight forwarding services;
- ● Services related to the use of public railway infrastructure;
- ● Reception and dispatch of freight trains at border crossing points;
- ● Determination of tariffs and discounts for freight transportation;
- ● Delivery and servicing of technical equipment and spare parts related to freight operations;
- ● Organization of emergency and rescue operations (including freight);
- ● Fueling services and provision of fuel resources for locomotives and railway equipment;
- ● Cooperation with international railway organizations and companies in the field of freight;
- ● Procurement of goods and services related to freight operations.
On February 25, 2025, the President of the Republic of Azerbaijan signed a Decree “On the Reorganization of the ‘Azerbaijan Railways’ Closed Joint Stock Company.”
According to the Decree, in order to ensure more efficient and prompt implementation of transport operations and logistics processes in the field of railway transport, as well as to better meet the demand for maritime transport, “Azerbaijan Railways” Closed Joint Stock Company has been reorganized through its merger with the “Baku International Sea Trade Port” Closed Joint Stock Company.
