The regulation and oversight of international road transport operations conducted by vehicles registered in foreign countries within the territory of the Republic of Azerbaijan are administered by the Ministry of Digital Development and Transport of the Republic of Azerbaijan.
Except for freight vehicles transiting through the territory of the Republic of Azerbaijan, the following are prohibited without a "Permit" form issued by the Ministry of Digital Development and Transport of the Republic of Azerbaijan:
- ● Entry of freight vehicles registered in foreign countries into the territory of Azerbaijan without cargo.
- ● Engagement in domestic freight and passenger transport.
- ● On-the-road loading within the territory.
Regardless of the type of "Permit" form (entry into the country, cargo loading, or transit to a third country), the right for freight transport vehicle owners to enter the territory of the Republic of Azerbaijan without hindrance, carry out loading, engage in bilateral or transit movement, and cross the state border is granted, provided that other conditions stipulated by mutual agreements between the parties are observed.
The exchange of "Permit" forms determined by quotas and based on mutual agreements is carried out free of charge by the Ministry of Digital Development and Transport of the Republic of Azerbaijan and the authorized body of the other party, in accordance with intergovernmental agreements on international road transport relations.
Azerbaijan Land Transport Agency has launched an electronic service for issuing permits electronically. In order to use the service, it is necessary to get access to the electronic service "Application for issuance of permit in the field of passenger and cargo transportation by road transport" on the portal "e-xidmet.ayna.gov.az".
