Our mission and vision

 

The responsibilities of the Coordinating Council are as follows:

    • ●  Ensure the coordination of the interaction of all participants in transit freight carried out through the country's railways, maritime transport, sea ports, and marine terminals;
    • ●  Take measures to improve the harmony, efficiency, and quality of transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals;
    • ●  Prepare and submit proposals for reducing the duration of transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals, as well as for the transparency, facilitation, and simplification of transportation rules, conditions, and procedures;
    • ●  Ensure the transparency, facilitation, electronicization of procedures for concluding transit freight contracts carried out through the country’s railways, maritime transport, sea ports, and marine terminals, and the application of the "single window" principle in this area;
    • ●  Coordinate transit freight activities with relevant state authorities to facilitate, clarify, and electronicize the procedures for the passage of transit goods across the state border of the Republic of Azerbaijan (border and customs control);
    • ●  Prepare and submit proposals related to the establishment of unified principles and conditions for the interaction of transport enterprises, carriers, forwarders, and operators in the field of transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals;
    • ●  Prepare and submit proposals for the development of transport infrastructure in the field of transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals, for the improvement of management systems of transportation processes, and for increasing efficiency;
    • ●  Conduct analyses, prepare programs, and submit proposals to attract transit goods to the transport corridors passing through the country and to create new transit opportunities;
    • ●  Prepare and submit proposals to eliminate obstacles to the development of transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals;
    • ●  Prepare draft legal acts in accordance with the responsibilities determined by the charter and submit them accordingly, as well as provide feedback and suggestions on such drafts prepared by other bodies;
    • ●  Prepare and submit proposals for the maximum utilization of the potential of existing infrastructure facilities in the field of transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals;
    • ●  Cooperate with state authorities and organizations, legal and natural persons, as well as relevant institutions of foreign countries and transit organizations to attract transit goods to transport corridors passing through the country, create new transit opportunities, and eliminate obstacles to the development of transit freight;
    • ●  Exercise state control over the implementation of the decisions adopted by the Coordinating Council and make relevant appeals for the enforcement of liability measures defined by law concerning identified shortcomings;
    • ●  Provide commentary on the decisions adopted by the Coordinating  Council;
    • ●  Propose procedures for determining discounts on tariffs (prices) for transit freight carried out through the country’s railways, maritime transport, sea ports, and marine terminals without creating unfair competition;
    • ●  Consider the applications of participants in transit freight through railways, maritime transport, sea ports, and marine terminals, take measures to protect their rights, and make decisions regarding the resolution of disputed issues;
    • ●  Ensure public awareness of its activities, create an official website, post information that must be disclosed by law on that site, and ensure that the information is continuously updated;
    • ●  Promote transport corridors passing through the country.

 

The vision of the Coordinating Council is to establish Azerbaijan as a leading global transit route by developing a seamless, integrated, and highly efficient logistics network that leverages its strategic location. The Council envisions Azerbaijan as a vital link between Europe and Asia, providing world-class transit services that attract increased freight volumes through its railways, maritime routes, and port infrastructure. This will boost the country’s role in regional and international trade.
