Licenses

The Cabinet of Ministers of Azerbaijan has approved the "List of Licenses and Permits Requiring Notification to the State Customs Committee on Their Issuance, Suspension, Restoration, or Revocation."

The list of licenses and permits subject to notification to the State Customs Committee includes the following:

Licenses:

• ● Import, export, and transit of precursors;
• ● Transportation of dangerous goods by vehicles;
• ● Import of plant protection products and agrochemicals.

Permits:

• ● Permission for the transportation of dangerous goods by vehicles, including transit through the territory of the country;
• ● Consent for the production, import, export, and distribution of religious literature (in paper or electronic form), audio and video materials, goods, and other information materials of religious content;
• ● Permission for the export, re-export, import, re-import, and transit of goods (works, services, results of intellectual activity) subject to export control, as per the Law of the Republic of Azerbaijan "On Export Control";
• ● Permission for the circulation of goods that may belong to certain participants and are allowed in circulation under a specific permit, as per the Law of the Republic of Azerbaijan "On the List of Items That Can Belong to Certain Participants of Civil Circulation and Are Permitted Based on a Special Permit";
• ● Certificate on the application of a special economic regime for export-oriented oil and gas activities;
• ● Registration of the list of equipment and materials to be imported into Azerbaijan for obtaining benefits for export-oriented oil and gas activities;
• ● Permission for the creation, enrichment, trade, import, export, and transfer of zoological collections;
• ● Permit (certificate) for the international trade (introduction from the sea, export, re-export, and import) of endangered species of wild fauna and flora;
• ● International veterinary certificate for exported animals, animal-origin products, and raw materials;
• ● Registration certificate for imported and manufactured veterinary drugs;
• ● Certificate of state registration for pesticides, biological preparations, and agrochemicals;
• ● Phytosanitary (re-export phytosanitary) certificate for the export (re-export) of plants and plant products;
• ● Permission for the movement of oversized and heavy vehicles on public roads;
• ● Agreement on regular intra-city (intra-district), inter-city (inter-district), and international passenger transportation by road (organization of passenger transportation);
• ● Certificate of approval of standard samples or types of measuring instruments;
• ● Food safety certificate;
• ● Registration card of state registration for medicinal products;
• ● Permission for the import of medicinal products into Azerbaijan;
• ● Permission for the import and export of psychotropic substances listed in Schedules 1 and 2 of the 1971 United Nations Convention on Psychotropic Substances;
• ● Permission for the export and import of electricity;
• ● Registration certificate of the special economic zone;
• ● Extract from the food safety register confirming registration of entities operating in the food products sector;
• ● Industrial park registration certificate;
• ● Technology park registration certificate;
• ● Technology business incubator registration certificate;
• ● Confirmation document for the import of machinery, technological equipment, and facilities by residents, management organizations, and operators of industrial or technology parks, as well as individuals and legal entities engaged in entrepreneurial activities without establishing a legal entity, who have received investment promotion certificates;
• ● Investment promotion document;
• ● Certificate confirming the country of origin of goods;
• ● Certificate of cultural property protection for the export of cultural assets;
• ● Certificate of cultural property protection for the temporary export of cultural assets included in the State List of National Cultural Property of the Republic of Azerbaijan in connection with exhibitions, tours, restoration works, presentations, and international cultural events.
