TIR Parks
TIR PARKS (TRUCK PARKS)
The "Action Plan" of the "Social and Economic Development Strategy for 2022–2026" approved by the Decree of the President of the Republic of Azerbaijan No. 3587 dated November 16, 2022, includes the activity direction 1.1.11, which pertains to the "Establishment of truck parks (TIR parks) based on a state-private partnership in the country." The Ministry of Digital Development and Transport is designated as the main executor, while the Ministry of Economy and ABADA are identified as other executors.
Azerbaijan Land Transport Agency (AYNA), under the Ministry of Digital Development and Transport, has already begun preparations for this project.
At least three model projects for creating TIR parks will be developed. Modern information and communication technologies will be integrated to enhance the use of TIR-parks. A conceptual study will be conducted for highways M-1 (Baku-Guba-state border with the Russian Federation), M-2 (Baku-Alat-Gazakh-state border with Georgia), M-3 (Alat-Astara-state border with the Islamic Republic of Iran), M-4 (Baku-Shemakha-Yevlakh), M-5 (Yevlakh-Zagatala-state border with Georgia), and M-6 (Hajigabul-Bahramtepe-Minjivan-state border with Armenia).
TIR parks will offer various services, including the ability to reserve parking spaces, car dealerships, gas stations, repair services, parking for hazardous, bulky, and heavy goods, hotels, medical care, internet, cargo security, ATMs and payment terminals, saunas, sanitary centers, and more. The fees for using these services will be set within the parks.
As part of this initiative, a survey will be conducted with drivers (at least 70% of whom are foreign drivers) involved in international and domestic freight transportation to identify the challenges and expectations they face. This will also be used to develop to create legislation on TIR-parks.
