Automobile Transport in Azerbaijan

Automobile transport is a vital component of the economy of the Republic of Azerbaijan, playing a key role in ensuring domestic logistics flows and economic activity. In addition, the sector holds strategic importance in positioning Azerbaijan as a hub for international trade and freight transportation. The country’s favorable geographical location-situated at the intersection of major international transport corridors connecting Europe and Asia-significantly enhances its transit potential.

The total length of automobile roads in the Republic currently stands at 78.6 thousand kilometers, with approximately 53 thousand kilometers constructed with hard pavement. In recent years, significant infrastructure projects have been implemented in this area, including the reconstruction and modernization of roads and bridges in line with contemporary standards. Among these, major highways of international importance, such as the Baku-Quba-Russian border and the Baku-Gazakh-Georgian border roads, hold particular significance.

In 2024, 30.3% of the 10.1 million tons of cargo transported via transport corridors-equivalent to 7.2 million tons-was carried by road transport. This figure reflects a 13% increase compared to the same period in 2023 (6.4 million tons). This growth not only demonstrates the rising dynamics of freight transportation in the country but also lays a solid foundation for the expansion of domestic production and exports, as well as the strengthening of transit capacity. To this end, various bilateral and multilateral projects are being implemented within the framework of international cooperation.

The geographical scope of Azerbaijan's road freight transportation has expanded significantly. In 2024, this geography extended from China and Mongolia in the East to the United Kingdom in the West, covering a total of 51 countries. Additionally, transport permit exchanges were conducted for the first time with China, Pakistan, and the United Kingdom. In total, bilateral permit exchanges were carried out with 39 countries.

The number of vehicles involved in international transport increased by 1,066 units in 2024, reaching 13,790. During the same period, the number of carrier companies engaged in international transportation rose to 2,084, while the market share of national carriers stood at 49%.

Digitization has also been identified as one of the priority development areas in the field of road transport. The introduction of digital road transport management systems, the expansion of electronic ticketing and payment mechanisms, and the integration of modern tracking technologies in cargo and passenger transportation contribute to improved service quality and operational efficiency. These technological innovations also play an essential role in expediting border crossing procedures and optimizing transit flows.

The Government of Azerbaijan places particular emphasis on the application of environmental sustainability and green development principles in the road transport sector. The promotion of vehicles operating on alternative energy sources, the establishment of necessary infrastructure for electric vehicles, and the implementation of projects aimed at reducing carbon emissions serve to protect environmental balance and ensure the sustainable development of the transport sector.

With the aim of further enhancing the country's transit potential, systematic measures are being undertaken to upgrade road infrastructure in line with international standards and to establish new transport corridors. Efforts to expand the North–South and East–West transport corridors, as well as the development of the Zangezur corridor, contribute to strengthening Azerbaijan’s strategic role in Eurasian transport connectivity.

Comprehensive reforms carried out in the road transport sector, infrastructure development, and the deepening of international integration make significant contributions to Azerbaijan’s economic growth, the expansion of foreign trade relations, and the strengthening of interregional integration.

 

Azerbaijan Land Transport Agency

Pursuant to the Presidential Decree dated October 11, 2021, titled "On Measures to Improve Management in the Field of Automobile Transport," the Azerbaijan Land Transport Agency was established as a public legal entity under the Ministry of Digital Development and Transport.

The Agency is responsible for regulating road transport activities, ensuring the demand for automobile transport services within Azerbaijan, and overseeing compliance with rules and requirements related to international and domestic passenger and freight transport, including adherence to the provisions of legal normative acts and international agreements to which Azerbaijan is a party.

The Agency's core objectives include enhancing transport system safety, promoting environmentally friendly and efficient transport solutions, and implementing modern mechanisms for transport management and regulation.

The coordination of passenger and freight transportation by road, oversight of compliance with the requirements of regulatory legal acts regarding the use of distinguishing signs, implementation of the permit system regulating international road transport operations within the territory of Azerbaijan, the exchange and registration of permit forms, as well as the distribution of one-time foreign “Permit” forms among operators, fall within the duties and authorities of the Agency.
