Azerbaijan Transport and Communication Holding (AZCON) is a public legal entity established by the Decree of the President of the Republic of Azerbaijan dated November 7, 2024. The primary objective of the Holding is to ensure the operations of state enterprises and economic societies with state shares transferred to its management in accordance with modern corporate governance principles, and to increase their competitiveness and financial sustainability. The Supervisory Board of AZCON is chaired by Rashad Nabiyev, Minister of Digital Development and Transport, and its Executive Director is Shahin Babayev.
The Holding aims to form a reliable transport and digital communication infrastructure in line with national priorities, as well as to create a unified ecosystem. Strategically important maritime, air, land transport, and digital technology entities have been included under the management of AZCON:
- Transport and Logistics: Azerbaijan Airlines (AZAL), Azerbaijan Railways, Azerbaijan Caspian Shipping Company (ASCO), Baku Metro, BakuBus, Baku Shipyard, and Baku Taxi Service.
- Communication and Digital Infrastructure: Azercosmos, Aztelekom, AzInTelecom, Azerpost, Teleradio, and National Artificial Intelligence Center (NAIC).
The integration of these entities under a single umbrella serves to transform Azerbaijan into a regional digital communication hub and a leading transport center.
