REGULATIONS
on the Coordination Council for Transit Freight Transportation of the Republic of Azerbaijan
1. General Provisions
1.1. The Coordination Council for Transit Freight Transportation of the Republic of Azerbaijan (hereinafter – the Coordination Council) is a collegial executive body established for the purpose of ensuring the attraction of transit freight to transport corridors passing through the territory of the country and its high-quality transportation.
1.2. Regardless of ownership type and organizational-legal form, the Coordination Council ensures the coordination of activities of all participants in the transportation process, including state bodies performing border-crossing procedures, in the field of transit freight transportation by railways and sea transport, as well as the provision of port and transport-forwarding services related to transit freight by legal entities and physical persons.
1.2-1. Transport-forwarding services are services provided by legal entities and physical persons on the basis of direct contracts with transport enterprises regarding transit freight transportation services by railway and sea transport, as well as the operation of port facilities related to transit freight, cargo handling by sea terminals, and other services rendered at sea ports.
1.3. In its activities, the Coordination Council is guided by the Constitution of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, resolutions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, international treaties to which the Republic of Azerbaijan is a party, and these Regulations.
1.4. The Coordination Council carries out its activities in coordination with central and local executive authority bodies, local self-government bodies, as well as legal entities and physical persons.
