4. Organization of the Activities of the Coordination Council

 

4.1. The composition of the Coordination Council (Chairman and members) is determined by the President of the Republic of Azerbaijan, consisting of representatives of central executive authority bodies and other state departments and organizations.

4.2. The Chairman of the Coordination Council performs the following duties:

4.2.1. Determines current and future areas of activity of the Coordination Council, approves and executes its program of work;

4.2.2. Signs methodological documents, acts, orders, instructions, letters, and other documents necessary for the activities of the Coordination Council;

4.2.3. Carries out other work related to the organization of the activities of the Coordination Council.

4.3. Rights and duties of the members of the Coordination Council are as follows:

4.3.1. To participate in meetings and activities of the Coordination Council;

4.3.2. To make proposals regarding the agenda of meetings of the Coordination Council and issues included in the agenda;

4.3.3. To carry out other work related to the activities of the Coordination Council.

4.4. Work related to the organization of activities of the Coordination Council is carried out by the Secretariat of the Coordination Council (hereinafter – the Secretariat). The formation of the Secretariat's composition and organization of its activity are carried out by the Ministry of Digital Development and Transport of the Republic of Azerbaijan.

4.5. Documents included in the agenda of the Coordination Council are submitted to members of the Coordination Council within 5 days under normal circumstances and within 2 days in urgent cases, and are reviewed at meetings of the Coordination Council.

4.6. Meetings of the Coordination Council are conducted in the following manner:

4.6.1. Meetings of the Coordination Council are deemed quorate if at least seven of its members are present;

4.6.2. Meetings of the Coordination Council are held at least once per quarter or upon request of the Chairman or members of the Coordination Council;

4.6.3. Voting at meetings of the Coordination Council is conducted open, and decisions are adopted by simple majority vote. In the event of a tie, the Chairman of the Coordination Council has the casting vote;

4.6.4. Decisions adopted at meetings of the Coordination Council are formalized by minutes and signed by the Chairman and members of the Coordination Council. Decisions adopted at meetings of the Coordination Council in accordance with these Regulations are mandatory for all state and local self-government bodies, as well as physical and legal entities;

4.6.5. Issues included in the agenda of the Coordination Council are formed on the basis of the work plan approved by the Coordination Council;

4.6.6. Issues included in the agenda of the Coordination Council are presented by the Chairman or one of the members of the Coordination Council;

4.6.7. The order of business for each meeting of the Coordination Council is determined by the Chairman, taking into account opinions of members depending on issues to be discussed.

4.7. Experts and consultants invited to meetings of the Coordination Council have the right only to make proposals and express opinions on relevant issues.

4.8. Information on issues reviewed at meetings of the Coordination Council is disseminated in the media and through the official website of the Coordination Council by the Chairman or, with his approval, by the Secretariat.

4.9. Reorganization and dissolution of the Coordination Council are carried out by the President of the Republic of Azerbaijan.
