Azerbaijan is addressing several key challenges in its digitalization efforts within the transport and logistics sectors, particularly in the development of a Track & Trace system that will provide real-time access to cargo data. This involves enhancing coordination between ports, improving midterm planning, and facilitating advanced information sharing.

Currently, a draft decree and regulatory framework are being prepared for the Digital Transport-Logistics Information System (IS), which aims to simplify procedures and improve inter-agency cooperation. One significant outcome of these efforts has been the development and approval of procedural rules that streamline border crossing processes at ports. Some of the major digital initiatives include:

Key Digitalization Efforts:

Digital Customs Declaration System: Azerbaijan’s State Customs Committee is developing a comprehensive digital customs declaration system that is currently in a test regime. This system is designed to streamline the submission and processing of customs declarations, improving transparency and reducing paperwork​

Single Window System: The Single Window System for trade has been implemented, allowing businesses to electronically submit all required documents for import, export, and transit procedures through a single platform. This reduces the administrative burden on businesses and accelerates customs processing​

Port and Freight Management: The Port of Baku has integrated digital solutions to track cargo and manage logistics operations more efficiently. This includes automated systems for container handling and cargo tracking, as well as digital platforms for managing shipping schedules and port operations​.

Rail Freight Digitalization: Azerbaijan Railways has introduced digital tools for freight booking, tracking, and tariff calculation. These platforms help businesses efficiently manage rail freight transportation by providing real-time updates and simplifying the process​

The future of digitalization in Azerbaijan's transport sector is focused on the implementation of advanced electronic systems to standardize and streamline international transit. Systems such as e-Permit, e-CMR, e-TIR, and e-CIM/SMGS will play a critical role in simplifying cross-border transport processes. These digital solutions will enhance the efficiency and transparency of international transportation by providing standardized, electronic documentation that can be easily shared across borders.

Additionally, strategic partnerships with organizations like TRACECA, TITR, and the World Bank are expected to accelerate the development and implementation of these digital systems. These collaborations will foster further integration and modernization of transport networks, helping to create smoother, more efficient logistics systems across the region and beyond.
